Pelican crossing in UK has traffic lights, push a button and then lights change to red so traffic has to stop. Zebra crossing has no traffic lights but traffic still has to give way to pedestrians. Running either in the UK carries a dangerous driving offence I believe, serious traffic violation.

IIRC the early rules for a Pelican crossing were that for blinking amber, traffic had to wait for pedestrians to finish crossing, but could move when clear. It was quite civilized and from a more tolerant time!

Pelican crossings are for busier locations and hence the instructions are more in your face.

 

We also have toucan and puffin crossings.
