The water pump is used only for outside use, when the tap is turned on slightly the pump starts and continues every 2 seconds.

I changed the pressure switch for one I had from an old pump, made no difference.

Any ideas welcome

Remove air from tank 

 

With the pump running, loosen this cap to remove the air, you should hear the air escaping

The only electric shock I get is off the electric fence 8000 volt LOL, always very careful with the mains supply.

imho the tank should be full of air when the pump is shutoff, the air in the tank will still push the water out for some time. If the pressure becomes too low(below the pressure switch setting) the pump will start and pump water and also compress the air in the tank again. This prevents the pump from too frequent starts/stops. 

The air may bleed slowly from the tank. 

this will cause the very frequent start/stops of the pump. 

Remedy is to fill the air in the tank. pull the E-cable, shut the incoming /outgoing water line valves. open the plug on the side at the bottom of the tank and let all the water out. This may take some 5 minutes. than fix the plug , open the valves in the water lines and connect the E-cable. <>

You may be right, I'm no expert. 

 

Removing the air works on my pump. 

 

There must be a way to exhaust the air from the pump's water tank. I remember I had this problem with a copy of a Hitachi pump. In my case, it was a kind of screw that I had to remove in order to let the air out.

Not enough air in the water pump reservoir. Air is needed as you cannot compress water to build up pressure. 

Disconnect the electricity and loosen the screws on the water outlet (on the right hand side of the pump in the picture); the one close to the bottom. 
Then insert a normal big drinking straw with a corner in such a way, that air can get into the water pump reservoir which will result in water flowing out through the same outlet. 
Once all the water is out, remove the straw, reaffix the water pipe (check that the rubber seal is clean) and tighten the connector with its two screws back to the pump reservoir.
Finally plug in the pump again and Bob's your uncle.
