Police have arrested a restaurant owner who had been evading justice for 16 years on a string of serious charges, including rape, unlawful detention and a series of violent and extortion-related offences.

 

On 9 August, officers from Investigation Division 1 of the Provincial Police Region 2 apprehended 40-year-old Mr Saichon, under a warrant issued by Pattaya Provincial Court. He was wanted for the rape of a woman, allegedly at gunpoint, during which the victim was in a state unable to resist. The charges also include unlawful detention, illegal possession of firearms and ammunition and carrying a weapon in public without a valid reason.

 

Police Major General Teerachai Chamnarnmor, Commander of the Region 2 Investigation Division, said a review of the suspect’s record revealed he had been on the run since the original offence and had committed multiple crimes while in hiding. These included assault in 2012, property damage in 2014, violating emergency orders in 2015 and no fewer than five cases of extortion in 2018.

 

During his time as a fugitive, Mr Saichon is alleged to have formed a gang that impersonated police officers to extort money from victims, causing widespread harm to the public. More recently, he operated a hotpot restaurant which was not listed in official business records, making him harder to trace.

 

Police tracked him for over a month before his arrest, noting that only four years remained before the statute of limitations on the original rape charge would expire. He is now in custody and facing prosecution for multiple offences.

Sounds like proper police work; not the usual 'acting on information received' SOP.  A rare compliment for Pattaya Plod.
