Thai-Cambodian Tensions Flare Over Landmine Dispute

In Sisaket province, tensions sparked between the Royal Thai Army (RTA) and the Cambodian Mine Action Centre (CMAC) regarding the authenticity of Cambodian PMN-2 landmines displayed during a recent inspection event. The disagreement has cast a spotlight on the longstanding, complex dynamics of Thai-Cambodian border relations.

The contention arose when CMAC director Heng Ratana questioned the legitimacy of the mines showcased by the RTA, noting that they still had safety pins intact—a feature that, under normal circumstances, prevents the mines from detonating. Ratana argued that this detail should raise suspicions about whether the mines were indeed planted by Cambodia. "A mine with a pin is typically inactive until the pin is removed," he emphasised, suggesting the Thai military's display might have been intended to misinform journalists and diplomats present.

In defence, Major General Winthai Suwaree of the RTA strongly refuted these allegations, insisting that the mines, discovered on 4 August during clearance operations in the Phu Makua area—a region once occupied by Cambodian forces—were legitimate. "We found numerous PMN-2 mines with and without pins," stated Winthai. "These examples were what we presented to visiting delegations."

Winthai further accused Ratana of attempting to discredit the evidence, casting a shadow over the cooperative efforts in the region.

Amidst this friction, broader diplomatic efforts continue. General Nattaphon Narkphanit, Thailand's Deputy Defence Minister, highlighted ongoing preparations for upcoming negotiations. The Thai–Cambodian Border Situation Administration Centre, although seemingly dormant, is poised for the outcomes of an essential Regional Border Committee (RBC) meeting.

Scheduled in Siem Reap from 8 to 10 September, the General Border Committee (GBC) meeting aims to strengthen peaceful border cooperation. General Nattaphon stated that plans spanning short to long terms are being formulated for consideration by Thailand’s National Security Council and Cabinet.

During an RBC meeting in Trat on 16 August, Cambodia reaffirmed its dedication to non-violent border cooperation, despite recent tensions. This commitment echoes the dialogue held between Cambodian Prime Minister Hun Manet and acting Thai Prime Minister Phumtham Wechayachai in Malaysia on 28 July and an earlier GBC meeting on 7 August.

With historic complexities and recent incidents stirring unease, both nations emphasise dialogue as the cornerstone for resolution. Ongoing diplomatic engagements highlight a shared intention to address these sensitive issues and foster stability in the region—a crucial step towards future cooperation.

As both countries navigate this contentious topic, watchers of Southeast Asian geopolitics wait to see how these developments will influence regional relations and ensure the safety of the border areas involved.
