Some background on this information.

I got this from reading another forum. Not OK to link that so don't even ask. 

I'm not a member of that forum but I have been reading it for many years.

The poster of the news which was dated AUGUST 30 (who I can fairly judge has basically 100 percent credibility) shared this story which I have paraphrased.

He went to DHL to mail the form with the P.O. Box. He didn't know that DHL can't send to P.O. boxes and he didn't know about the alternative street address that he could have used with DHL.

The DHL clerk was kind enough to inform him that Thai Post will send mail to the U.S. if it's a PO box address

He went to the Post office with his 7162 form with preprinted PO box US address.

It was accepted by the Post office.

Caveats -- will all Thai Post offices accept U.S. mail to P.O. boxes? I wouldn't bet the house on that.

What post office specifically is this about?

He didn't specify but I assume probably Jomtien Soi 5.

As the good news report was dated August 30 is it possible the exception to allow mail to PO boxes is a recent change which happened after the total ban or was it an exception all along? Don't know.

I think the better approach would be to follow directions from the SSA and mail the 7162 to the Manila FBU during this postal interruption?

One persons experience. The Thai Post Office next to the IO office at Central Festival CM on Friday August 22. The return pre printed envelope to PO Box 7162 was not accepted. 

Maybe it was first day & If they do (start) to accept them, great. I will wait for more posters to confirm. Surprisingly I have a Fed Ex office nearby. I was going to give it a couple weeks and use them if all else had failed & not to the PI. Had a bad experience with the PI office years back.

 

Above is probably accurate in the report of a person in Pattaya being able to mail his 7162 to the US via normal mail from a Thai Post Office on 1 Sep vs having to use the Thailand Post Courier Post (which uses Fedex)....OR a person going directly to FedEx, DHL, etc., to mail an item.

 

I say that because when going to the Thailand Post webpage to calculate postage to mail something to the US as of this morning 2 Sep at 7:42am it now provides 6 ways to mail an envelope to the US including regular airmail, registered airmail, and EMS.  When the restricted mailing to the US went into effect around 10 days ago Thailand Post was only offering  two options which were Courier Post for merchandise and documents.    

 

 So, maybe on 1 Sep Thailand Post quietly restarted some of its mailing services/options to the US.

Two things to consider.

 

This is more than one person's report about success.

 

Don't forget the DHL clerk who gave the news.

 

I forget to mention the cost at Thai Post.

68 baht. That's regular airmail, yeah?

 

It's looking now that probably the exception for PO boxes was a recent develpment.

Why?

If Thai Post accepts now which is looking as if they do.

Yeah wait for more reports. 

Your experience on August 22 is most likely dated.

A reason not to mail to.Manila now is because that option was clearly announced as only for as long Thai Post to US is blocked.

Right.

All addresses.

Not only boxes.

Suspended service resemed for letters.

The box part was a confusion introduced because DHL won't send to boxes.

 

US Embassy Bangkok just released this STEP 2 Sep message regarding mailing of 7162's.  HOWEVER, it's probably outdated already due to Thailand Postal apparently back to mailing docs using normal methods like regular airmail, registered airmail, EMS, etc.

Thailand Post has temporarily suspended its first-class/standard mailing service to the United States due to new customs deposit requirements. However, courier services such as DHL, UPS, and other partners of Thailand Post remain available. While these services may be more expensive, they are reliable options for sending official documents to the United States.

 

Social Security Forms Submission

Given the mail disruption, we recommend sending completed and signed SSA-7161/SSA-7162 forms directly to the following address via courier with tracking capability (e.g., FedEx, DHL, UPS):

My 8 August 7162 still has not been, so I figure it's lost. So, I gave the US phone agent the POM for attestation over the phone and asked if we could do it that way. She said yes, but she's still trying to get it through after an hour and a half since I called (32 minutes to get the agent). I just figure it takes less than two weeks for the form to get there and shouldn't take less than a week to process, so I'll have to do this horrible task again for two other people next week. Now and hour and a half and she can't get the form to be received and acknowledged. Now she's trying to send it to Manila instead, but heck they're not open this time of night. So, I dunno, attestation doesn't seem to be working either. So we ended up giving up on her being able to file the form, but she's going to email it to Manila and ask them to finish the process and they're supposed to call me. Oh, boy, 70 minutes... and not really done. And I have to do this again... arghhh!

i have always used the Thai post to send the proof of life form back to the US. YEs, they accept it even now. I just mailed one about 2 weeks ago. They do not however offer airmail to get it there faster. Which is kind of a stupid thing since the Thai post sends letters by air anyways. But yes,all of my letters to SSA get sent this way through the post. They will even offer you tracking number but it is only good until it leaves thailand.

All letters to the US were indeed blocked for awhile until August 28 when the block on letters was lifted.

Not sure what you mean by no airmail.

I mailed mine today as regular airmail for 68 baht.

Are you saying it will go by boat?

No... But they used to have a faster service shown as airmail... cost was about 700 baht to send it.

Boy, oh boy, I feel your frustration in that phone call to where both you and the SSA rep are going back & forth with the attestation Q&A process but when the rep hits the Submit button that finalizes and provides confirmation of a successful submission the SSA system does not finalize/confirm the submission.    I expect you were calling using some type of free/low cost VOIP system like Magic Jack, Google Voice, etc., where the cost of a long length phone call was very low/free,  but if a person was calling from some number that you were forking out significant money-per-minute that would just raise a person's frustration level.

 

I expect most everyone has experienced a similar event (probably more than once) where they are doing some online process where you have now completed one or several pages of data entry & question answering...maybe even uploaded a document or two, but when you get to the final page and click the "Submit" button the system errors-out, you just get a rotating wheel, or get a message along the lines of Try Again Later.  You just can't get the confirmation page or confirmation control number of successful submission.  

 

Yeap, I feel your pain in that phone call.   Personally, I would just mail a manual 7162 to Wilkes-Barre using regular airmail (cost around Bt70).   

guys, if u didn't get the form sent to you; ( i didn't this year so mailed a printed form to Wilkes )
you can send a printed form 7162 to Wilkes
you can send a printed form to Manila
you can wait for the second mailing in Sept / Oct and if u still dont get the form sent to you,

repeat the above

In 15 years i've not received the first maikling twice, both times sent a printed form to Wilkes
have not had my SS interrutped at all

will not be calling, thats for sure

Don't know why my posts disappear. The point is that I mailed the form 8 August. If it hasn't been processed by now then it may never be, so I went ahead with the attestation process. The agent would know if submit did the job, but it wouldn't transmit even in the same building, so she sent it to Manila. Yes, of course, she may not have had a handle on it as you suspect, but she sure seemed to know what she was doing and spent another hour trying. So, I will try again Monday night using the number above that others have had luck with. This is for a friend as well, so I'm on the hook either way for calling. Looks like the 800 xxx 1213 number isn't the best way to go.
