Cebu City Facility Escape: Minors Make Bold Breakout

In a surprising turn of events, 13 minors temporarily escaped from Cebu City's Operation Second Chance facility on Wednesday morning. The centre, located in Barangay Kalunasan, houses children in conflict with the law (CICL). Thankfully, 12 of the escapees were swiftly recaptured shortly after their breakout at 6:45 a.m.

 

The incident unfolded when a routine garbage collection proved to be the perfect cover. As the facility's gate opened for a departing garbage truck, the minors seized the opportunity to make a dash for freedom.

 

Councilor Jonathan Tumulak, who was quick to the scene upon hearing the news, explained the sequence of events, saying, "The gate was opened when the garbage truck was about to leave. The children then rushed to the gate and escaped."

 

Responding with urgency, the Guadalupe Police Station and the Cebu City Police's Special Weapons and Tactics unit launched an immediate search and rescue operation. Their quick action ensured that 12 of the minors were soon safely returned to the facility.

 

Efforts are still underway to locate the remaining escapee, a 12-year-old, with authorities actively combing the area.

 

In their desperate attempt to flee, some minors sustained bruises while jumping over the facility's fence. This has sparked a review of security protocols. The facility's executive director, Ceferino Tabay, has been instructed to overhaul the current garbage disposal system, aiming to close the security loophole that facilitated the escape.

 

Reacting to the breach, Mayor Nestor Archival has ordered additional security personnel to be deployed at the facility to prevent future incidents. The city is taking the matter seriously, considering the vulnerability exposed by the morning's events.

 

Operation Second Chance is a vital part of the community’s approach to rehabilitating and integrating minors who have run into legal troubles.
