I think you are gilding the lily here a little. This was NOT an open debate in Parliament. And the topic was not whether IDF soldiers can rape.

 

It was a committee formed after 5 IDF soldiers were found to have committed abuses, including sexual, on prisoners. The soldiers were arrested and were sitting in prison. This was a court proceeding on how to proceed. ALso, nice to clip all of 76 seconds of video. Do you have the rest of the debate available?

It could be possible that this guy had been travelling from Gaza to Israel every day, may it be for work or for medical treatment and therefore has been harassed all the time or if he was in the Westbank that is also possible, despite only 170K IDF soldiers present, as they maybe were trying to drive him out of his place to give it to some Jew from Minnesota. In never wrote EVERY Palestinian was harassed EVERY day.

Well, many Israelis protested for the right to rape, even the Ministers Smotrich and BenGvir openly sided with the rapists, one of them was later invited to a TV show and celebrated as a hero.
