What's to stop Human Traffickers from putting on fake ICE-like uniforms (easily bought these days) and a mask, and just start grabbing young women and children off the streets? Is anyone checking who is behind the masks? Or can anyone join in with their own agenda? Masks make crime easier.
Perhaps it has already happened.

Way harder and not cost effective vs there already proven and easy SOP.   Fake vehicles & uninforms would draw too much attentions, aside the cost.
