Can I apply for Non-O visa at any immigration office in Thailand

Can I apply for a Non-O Marriage Visa at any immigration office in Thailand, such as in Bangkok, even if I reside in Pathum Thani Province?

Are there any complication I should be aware of?

Sadly, the days of picking and choosing which immigration office you want to use to get your visa/extension are over. 

Now you use the immigration office that serves the area where you live. So if you live in Pathum Thani, you use the immigration office there. 

 

You'd have to physically live in Bangkok to use the Chaengwattana immigration office.

That will be difficult to explain when they want to do a home visit and your home isn't where you applied.

Simple answer, no!

 

It's a requirement by law for foreigners to register their address with Immigration using a TM30 form.
That registered address dictates which office you can submit applications at.

 

From the Thai Immigration Act:

Section 38 : The house – master , the owner or the possessor of the residence , or the hotel manager where the alien , receiving permission to stay temporary in the Kingdom has stayed , must notify the competent official of the Immigration Office located in the same area with that hours , dwelling place or hotel, within 24 hours from the time of arrival of the alien concerned.
Section 4: House Master ” means any persons who is the chief possessor of a house , whether in the capacity of owner , tenant , or in any other capacity whatsoever , in accordance with the law on people act.

If you apply for a Non-O visa, you will need confirmation of your residential address. The visa is based on your place of residence! So the answer is no!

Correct, but somehow agents still do it. Residing in Pattaya (incl. TM30), many were taken to the immigration in Bangkok to get their retirement visa (and extension in one, 3+12).

This was based on the recent difficulties with banks and such, in Pattaya. Some could open bank accounts for instance at Krungsri, at Pattaya Central Festival, with the immigration work done in Bangkok.

 

I know, perhaps off topic in this thread, just saying.

What about the 800k in a Thai bank requirement?  I can't get a Thai bank account on a Tourist Visa (theoretically) and I can't convert to a Non-Imm O without a Thai bank account with 800k.  Seems like those two things make it basically impossible to do it myself, forcing me to use a visa agent.  The problem is that visa agents wants like 40-60k and I can do it myself for a fraction of that, but I need to somehow get a bank account first.  It's basically a chicken and egg situation as far as I can tell.

You obtain a Non O eVisa prior to entry to Thailand. 

Upon entry with a 90 day stamp open Thai bank account. 

Bank most likely may also require a COR.

The one I can get outside of the country is different.  Non-O-A as opposed to Non-O. More stringent requirements like requiring medical insurance, health certificate, and police clearance etc.  Just more hoops to jump through in general.

 

Also, the NON-O-A doesn't require a Thai bank account because the 800k can be in my home bank, so it's not even relevent when going that route, although I would still want to get a Thai bank account regardless.

You are referring to Non O-A. 

My post was directed at Non O 

No medical or health insurance or police check required

 

Also annual extensions from a Non O and a Non O-A are obtained in Thailand..

My understanding is you can only get the initial Non O IN Thailand.  Non-O-A is the only one I can get outside of Thailand.  You seem to be giving contraditory info now between this post and your previous one.

Ok, after more googling it does appear like that is an option.  Gemini AI also says that's the best way to avoid the Thai bank account requirement so all sorted now.  Thanks for the info.
