Most of the suit shop front employees are Nepalese or some Indian.

 

But the Thais actually make the suits.

 

Big factory near Tukcom in Pattaya owned by Thais makes all the suits.

 

The Nepalese are just better at sales. 
 

The Chinese tour operators have been largely cracked down on already.
