As pointed out at the beginning... the OP has tried to assist the guy back in February. 

Somewhere it was posted that he does receive 12k a month and someone has control of his ATM card. 

Seems the guy is happy to lay low and run the risks.

Sifted through all the advice. Thanks. We will meet with the Capn  today and impress upon him, ONCE AGAIN, that it's best to pay B20,000, ticket Krabi Airport-KL-Manila-KL (as PI may want proof of return exit). The Capn thinks he's more clever than us is part of the problem. He is aware that he's made a bad situation much worse. As to funds, we have the ability to recover the debit card from the lady, off the books, by a friendly cop- if Capn K will agree. This is frustrating to us and the USA Embassy Citizens Outreach man located here. We do appreciate the help. We will update again ONLY if we resolve this situation.
