A group of beach masseuses from Karon Subdistrict in Phuket has petitioned the governor to reconsider rules restricting the use of public beach areas. The action follows a local municipality ban on setting up massage equipment on the sand, affecting the livelihoods of those working along Karon Beach. Officials are reviewing the matter to determine possible remedies for the affected workers.

 

The petition was submitted during a meeting on 31 October, chaired by Deputy Governor Somawit Supanpai and attended by members of the Karon Beach Massage Community Enterprise. The masseuses explained that the municipality’s prohibition on temporary massage setups has made it difficult for them to earn a living. The ban allows temporary use of the beach but forbids permanent structures, requiring all equipment to be removed after working hours.

Deputy Governor Somawit confirmed that the province had received the concerns and it would take 15 days to review the issue. A working group, comprising district, municipal and service centre officials, will assess the impact and propose possible solutions. Discussions are planned with the municipality to explore relief measures for the masseuses.

 

Monchai Saelao, director of the Damrongtham Centre, emphasised that public spaces must comply with legal and administrative rules. He said local authorities are responsible for setting clear guidelines and warned that violations could lead to legal consequences under Section 157 of the Criminal Code. Monchai added that public areas should remain accessible to all and suggested allowing temporary tents and portable massage equipment while prohibiting permanent fixtures.

 

Provincial officials noted that the petition followed complaints about unauthorised use of Karon Beach. The governor’s office is consulting relevant agencies and will issue a final decision within the 15-day review period. In the meantime, masseuses await guidance on how to legally operate on the beach.
