Illegal Villa Still Operating Despite Demolition Orders on Samui

“Citizens for Samui,” a local civic group, reported on 17 November 2025, that a luxury villa project in Bo Phut, Koh Samui, Surat Thani, continues to operate despite repeated demolition orders. The project, located in Moo 3, Maret Subdistrict, had previously been ordered for demolition under the Building Control Act, B.E. 2522, with deadlines first set for October 2019. Authorities had placed official notices and barriers to prevent occupancy, but the site remains open to guests.

 

The villa complex consists of 11 individual villas and one communal building, with 49% ownership by Chinese shareholders. From October 2019 to April 2024, the Koh Samui Municipality issued demolition orders, but the developer continued construction and opened the property to guests. The “Samui Model” task force, in coordination with the Ombudsman’s Office, re-inspected the site on 10 April 2024 and reissued demolition orders with a deadline of 23 October 2024.

 

Local authorities confirmed that attempts to enforce the law have been obstructed by the project’s management, resulting in complaints filed with Bo Phut Police for obstruction and violation of official orders. The developer also filed an appeal against the municipal orders on 31 October 2024 and the municipality has not received updates on the appeal’s status.

 

The Daily News reported that the municipality noted that demolition under Section 43(2) of the Building Control Act would cost approximately 11 million baht. Officials have prepared a budget proposal and submitted it for council approval to cover demolition expenses. Meanwhile, citizens remain concerned, citing recent small earthquakes and landslides in the area, which increase safety risks from illegal structures.

Only shows the utter contempt the "authorities" have for the law.

 

There's absolutely no way this place is allowed to remain open and in business without the full-on and knowing collusion of certain legal, business and local administrative entities.

Not sure if these are the ones in soi Sunday which is behind bophut temple , but if so they were on main news a few year ago for being built illegally .

Officials went and busted them and told them stop building as it was illegal. About 3 months later another 6 appeared under construction on the hillside 😂🙈

Some bank accounts need checking. Unless they've been using mule accounts of course. But officials don't do that, do they?

Well not when the correct wheels are oiled!! 

Would it not be helpful to name the residences, to deter others from staying there (and potentially losing the money they paid in advance for it)?
