Residents in Moo 7 of Plutaluang, Sattahip district, Chonburi, were left alarmed after a late-evening disturbance on 19 November 2025 involving a former navy officer who shouted at neighbours and fired three gunshots. Locals alerted the village head after hearing loud arguing and noises resembling gunfire outside a home, prompting fears for community safety. The incident caused significant distress among households living nearby.

 

According to the report filed by 28-year-old victim Chalanthon, CCTV footage captured the middle-aged man living opposite attempting to reverse his pickup into his property but struggling due to his girlfriend’s car being parked in front, though not blocking the offender’s gate. The man lowered his window and shouted harsh insults at the victim’s partner before she moved the vehicle, allowing him to drive inside. Shortly afterwards, three gunshot-like sounds were heard from within the neighbour’s home, causing the family to fear for their safety and seek police assistance.

Police officers led by Pol Lt Col Chakkraphop Iran, Investigation Chief at Plutaluang Police Station, attended the scene and identified the shooter as Sub-Lt Satta, a retired navy officer. He was handed over to Pol Lt Nakhon Nonsilat, Inquiry Officer, for formal proceedings. During questioning, Sub-Lt Satta admitted he became angry at seeing a car parked near his entrance, shouted at the victims and then fired three shots into the air to intimidate them.

 

Investigators imposed two fines: 5,000 baht for threatening behaviour causing fear and 5,000 baht for discharging a firearm in a town, village or populated area without valid reason, totalling 10,000 baht. The offender agreed to the penalties and signed the official record. Officers confirmed that the shots were real and that Sub-Lt Satta accepted responsibility.

 

Neighbour Boonsong, 59, said her family had faced similar issues with the man for more than five years, particularly regarding cars parked outside homes. She described his behaviour as frequently irritable, with repeated episodes of shouting and hostility despite other residents avoiding confrontation. Her account supported broader concerns among households about ongoing tensions in the area.

 

Naewna reported that Chalanthon added that he filed the complaint to safeguard his family, emphasising that the suspect had genuinely fired a weapon and admitted doing so in front of police. He said the incident caused considerable fear within the household. Police are expected to continue monitoring the situation to prevent further disturbances.

what a joke ... it should be at least 100,000 and a few months in the monkey house, maybe that would teach him a lesson, but not a small fine of 10,000 ...

The video shows the guy struggling due to the incompetents, he is useless.

Too many of these armed navy has-been's in this area, all seem to think they are somehow entitled!!

Are retired military personnel allowed to keep their weapons?  

Things you just don't do in Thailand:  Brandish your firearm outside of your residence and fire it in the air.  

Good way to lose your gun license and your gun.

Any Thai can apply for a permit/license to keep a firearm(s) in their home for self-defense against home invasion. Brandishing it or firing it in the air are both ways to lose it.  Why more Thais don't have firearms is because firearms like pistols cost 3x to 5x times more than the same firearm sold in the US, and the process to obtain a permit can take weeks or months.  10K THB fine. Dude must be connected.

Agree the fine was extremely low, perhaps he had friends from the navy ..,?
