The Finance Ministry has confirmed that the second phase of the Khon La Khrueng Plus co-payment scheme will be ready for public use before Parliament is dissolved in January 2026. Permanent Secretary Lavaron Sangsnit said on 6 December 2025 that officials are finalising all details, including spending limits and adjustments from Phase 1. The full proposal will be submitted to policymakers for approval once the framework is completed.

 

Lavaron noted that the ministry is working to ensure continuity of economic stimulus measures as directed by the government. He said the project’s funding allocation is being refined and any changes to individual spending allowances will be decided at the policy level. The aim is to complete the scheme in time for Cabinet consideration within December 2025, enabling implementation before the political timeline advances.

 

Questions have been raised about whether the central budget will be sufficient, as funds were recently allocated to support flood-relief operations in the South. Lavaron stated that if the scheme is a government policy priority, the Budget Bureau will manage appropriations to ensure adequate funding. He stressed that budgetary arrangements will be coordinated to support all approved programmes.

 

Progress is also being made on the next round of the State Welfare Scheme. The Finance Ministry expects to present details to the Cabinet within December 2025. If approved, registration for the new round will open in early 2026, allowing eligible citizens to access expanded or updated welfare benefits.

 

Komchadluek reported that Lavaron expressed confidence that the government’s ongoing economic measures, Khon La Khrueng Plus, the “Travel and Earn Back” initiative, and efforts to unlock investment, will help lift economic growth in the fourth quarter of 2025. He said these policies are expected to support GDP expansion of around 1% for the quarter, in line with earlier forecasts.
