I don't disagree that many fines in this country mean little to people who have greater means to pay.  An example might be an expat who laughs at small traffic fines that would never  deter them from bad road behaviour.

I know there are several European countries who have a sysytem of fines related to wealth. However, I would never consider this country could  introduce, and manage in a fair and resonable way, such a system  particularly when dealing with visitors. 

Many here who understand the system of palm greasing before a court case even happens  know of many cases where  tourists pay above the standard for minor offenses. 

I would hate to see it legislated based on nationality. Westerners are already more hashly punished than locals when thrown in prisons where conditions are much  more severe for an outsider.
