Hanoi has approved a plan to launch 5,000 public electric bicycles and impose restrictions on petrol and diesel vehicles in the city's central area. The initiative, set to start on July 1, 2026, will create a low-emission zone within Ring Road 1 to improve air quality. The move follows repeated reports of Hanoi appearing among the world's most polluted cities.

The Hanoi People’s Council recently adopted measures to curb emissions, as the city's Air Quality Index (AQI) has frequently reached hazardous levels. In response, the municipal People’s Committee has issued directives to improve air quality, including street washing, temporary suspension of road excavation permits during heavy pollution, and advisories for residents. The new electric bicycle system will work alongside existing plans to phase out petrol motorbikes by 2030, emphasizing zero-emission mobility.

Tri Nam Digital Transport JSC (TNGo) is spearheading the deployment, with 500 bicycles already placed at 130 stations. The plan, approved by the Hanoi People’s Committee, will expand to include more stations by connecting with bus stops and urban railway lines. The bicycles, which are waterproof and equipped with GPS and standard helmets, have been well-received for their convenience and affordability.

Urban transport expert Khuong Kim Tao supports the integration of electric bicycles with other public transit, noting its alignment with global trends. Associate Professor Dr. Hoang Anh Le emphasizes the environmental benefits, suggesting significant emission reductions if a portion of residents adopt the service. The system could play a crucial role in Hanoi's strategy to reduce emissions and foster sustainable urban transport.

Experts suggest that continued expansion and integration with public transport could establish electric bicycles as essential to Hanoi's green transition strategy by 2030. The initiative aims to decrease reliance on private vehicles and enhance the city's multimodal transport network, reported VN Express.

  • Hanoi will introduce 5,000 electric bicycles by mid-2026 to reduce pollution.
