Police Bust Cross-Border Mule Account Network in Chiang Rai

Police in Chiang Rai have arrested 10 suspects linked to a cross-border financial crime network involving mule bank accounts and cash couriers, following random inspections at entertainment venues on 31 December 2025. The operation disrupted a scheme used to withdraw and transfer large sums of cash across the Thai–Lao border, with suspects taken into custody and assets seized for further investigation.

The arrests followed an order by Pol Maj Gen Manop Senakul, Commander of Chiang Rai Provincial Police, who was overseeing a crackdown on human trafficking and child sexual exploitation. Police teams led by senior officers conducted inspections at seven entertainment venues in Chiang Rai municipality, carrying out random drug tests on 40 people, all of which returned negative results.

During the operation, officers noticed suspicious behaviour by a male tourist later identified as Mr Phetphaengkhwan, aged 25, a Lao national. Although no illegal items were found during a search, his inconsistent statements led to further questioning, during which he admitted entering Thailand to wait for cash withdrawn by a mule account group before transporting it into Laos.

Police expanded the investigation to a hotel near Airport Road in Rop Wiang subdistrict, where they arrested two Lao nationals, Mr Kongkaew, aged 22 and Mr Alex, aged 19. Both admitted their role was to receive cash withdrawn from mule accounts and move it across the border into Laos.

Further searches uncovered additional suspects in nearby rooms, including three Thai nationals aged between 19 and 20 who admitted opening mule bank accounts, receiving transferred funds and withdrawing cash. Officers later identified more members of the network at a local restaurant, arresting two further Thai suspects, both aged 20, who also admitted involvement.

Investigators said the group was organised with clear roles, including account holders, cash withdrawers, couriers, and coordinators. Two individuals, Ms Manita, aged 21, a Thai national, and Mr Saeng-arun, aged 26, a Lao national, were identified as overseeing the mule accounts and consolidating cash for higher-level organisers.

All 10 suspects were charged with jointly procuring bank accounts and electronic cards for criminal use, participating in a criminal association, and allowing others to use bank accounts knowing they would be used for illegal purposes. Police seized mobile phones, cash, bank books and ATM cards as evidence and transferred the suspects to investigators for legal proceedings.

Khoasod reported that authorities said further inquiries will focus on identifying financiers and organisers behind the network, as well as tracing financial flows linked to other potential crimes.
