Keir Starmer is considering accelerating a major increase in UK defence spending — potentially bringing forward a costly 3% of GDP target by several years.

Downing Street sources confirm aides are examining whether to meet the 3% defence spending ambition before the end of the current parliament, which could run until 2029. That would mean hitting the target up to five years earlier than originally planned.

Starmer had previously committed to spending 2.5% of GDP on core defence by April 2027, with a longer-term “ambition” to reach 3% in the next parliament. Now, amid rising geopolitical tensions and pressure from allies, the timetable could be tightened significantly.

The Treasury is said to be cautious, wary of breaching fiscal rules or unsettling financial markets. Whitehall insiders suggest potential funding options could include cuts to overseas aid, net-zero programmes or major infrastructure projects — though no decisions have been taken.

Privately, US officials are understood to favour a faster UK ramp-up. Defence insiders say Starmer’s Munich speech sounded like a spending announcement — minus the numbers.
