In a confidential cable sent to embassies and consulates, the Secretary of State instructed officials to push allies to “move expeditiously” to degrade Iran’s ability to strike — both directly and through groups like the Islamic Revolutionary Guard Corps (IRGC) and Hezbollah.

Deadline Diplomacy

The directive, labelled “Elevated Concern of IRGC Activity,” orders diplomats to deliver the message at the highest levels of government by March 20, signalling a coordinated global effort to tighten the screws on Tehran.

Trump Builds Coalition

The move comes as Donald Trump escalates his campaign, seeking to build an international coalition — particularly to secure the strategic Strait of Hormuz, a vital artery for global oil supplies now under mounting threat.

Pressure Over Power

According to the cable, Washington believes Iran is far more vulnerable to collective pressure than unilateral action, arguing that a united front could force a shift in regime behaviour.

Terror Designation Push

Diplomats have also been told to press countries that have not yet designated the IRGC or Hezbollah as terrorist organisations to do so “swiftly,” framing it as essential to cutting off Iran’s global reach.

The message is blunt: Tehran’s network — spanning militant groups, espionage operations and alleged assassination plots — poses a direct threat not just to the Middle East, but to international security.

The directive aligns with broader U.S. military goals, including dismantling Iran’s nuclear ambitions, degrading its missile programme and crippling its proxy forces across the region.

Crucially, the cable encourages coordination with Israeli diplomats, underscoring the deepening alignment between Washington and Israel as tensions edge closer to full-scale confrontation.
