Thai Immigration officers have detained an Australian man at Suvarnabhumi Airport after police linked him to the disappearance and alleged murder of a 17-year-old girl in Pattaya.

The suspect, identified in Thai reports as Peter Carman, was stopped at around 9.30pm on June 26 while preparing to travel on Jetstar flight JQ76 to Perth, Australia.

Immigration officers at the outbound checkpoint were alerted by the Immigration Bureau’s information system that Pattaya City Police Station had requested a watch notice to prevent the man leaving Thailand.

No,

They don't.

You can pay for a private cell, but you must have another three inmates, a four-man cell is the best they do, for those wanting a VIP room, or it was, back in the day!

They do have a special floor however for those that are mentally challenged @georgegeorgia,

it's located in the Klong Prem hospital.

I just thought you might find that information useful.

The legal position in Thailand is far more complicated than simply saying "18 is when prostitution becomes legal.”

For a start, prostitution itself is illegal in Thailand. Enforcement may be inconsistent, but the law has not legalised prostitution for adults.

Where a person is under 18, the legal position becomes much more serious.

A 17-year-old is still regarded as a child under Thailand's child protection and anti-trafficking laws. Paying a minor for sex, facilitating it, or exploiting them can amount to serious criminal offences, regardless of the general age of consent.

The age of consent in Thailand is generally 15, but that is only one part of the legal framework.

It does not create a blanket rule that adults can lawfully have sex with anyone aged 15 to 17 in every circumstance. Child protection, prostitution, trafficking, and exploitation laws may all apply.

Historically, the age of consent provisions originated in a very different social context and were never intended to legitimise commercial sexual exploitation of minors in places like Pattaya or Phuket.

Under 15, the law is much clearer. Sexual intercourse is a criminal offence regardless of consent.

He wouldn't be facing the death sentence in the U.S. because the crime he committed in Thailand does not meet the legal requirements for seeking the death sentence under Federal law. Since the murder victim was a Thai subject killed in Thailand, no U.S. state could have had jurisdiction. Special circumstances related to terrorism or the killing of U.S. officials have to exist before murder becomes a Federal crime that carries the death penalty.

For many years, the policy and practice of the U.S. government has been to insist U.S. citizens are tried and punished for murder in the country where the crime occurred.

He's a FARANG so he is guilty. Get the firing squad ready.

For me, about the only bright side to this is to see how efficient and sophisticated the RTP and immigration /airport police can be when they aren't getting paid NOT to be.

If you think the world doesn't care about you, you can allow yourself to act in morally unacceptable ways. Cheating, lying, deception are natural paths for those who feel at a disadvantage, in order to restore balance in their minds. Not understanding that it upsets the balance. That why often people who perceive their were bullied, turn into bullies themselves. Making unreasonable demands because they think the world owes that to them. Imagine a half decent male or female meeting such a character. Some will feel mistreated and angry and so it goes on.

So we have a lot of 'broken and hurt' people out there passing on their disease, possibly without even realising it.

I reckon if what we have read, he deserves to get the full force of the inmates.

The man is a killer and a nonce. It matters not from whence he came. No point having the tragic loss of a child made worse by guessing. But this much I do know. When the forensics come back from the PM this beast is toast. Put your hands up, be a man.

Spare her family the ordeal of a trial.

Reports said the suspect confessed that he had never known the victim before, claiming they had met and agreed to pay her 1,000 baht “for her time”.

Once inside the room, the victim reportedly told him she was menstruating, so he reduced the payment to 500 baht.

They argued, after which the suspect alleged that the girl picked up a knife to threaten him and demand more money. He claimed he then acted in self‑defence, grabbing her neck and causing her death. He insisted he had no intention to kill.

So essentially, he killed a girl - and ruined the rest of his own life - over 500 baht. What poor judgement.

It's possible they did hear them arguing, but didn't want to get involved, and now, when question by police, who are looking for witnesses, the same thing, "Sorry officer, I didn't hear anything." Can you blame them????

Only the doctor / coroner, through the autopsy, can tell if the injuries were pre or post death.

The report says her body showed signs of violence.

That's not a report. It's an off the cuff observation by some cops who haven't examined the body in detail. They don't know where the blood came from, and don't know if the appearance of bruising is the result of violence, or being bounced around in a suitcase.

The "report" hasn't come out yet.

This is an excellent post, of which I have only reposted a snippet.

Those posters stating that the age of consent in Thailand is 15 and that is the end of the story are posting a significant misrepresentation of the facts. First and foremost, because in most Western countries, people can consent to sex having reached the age of consent. That is not the case here. Parental (or guardian) consent or approval is required up to 18. Other authorities may intervene.

A work colleague of mine had a 17-year-old Thai girlfriend, a consensual relationship. He was 25. Following a complaint to the police from the girl's mother, who simply disapproved of the relationship, he spent 6 months in prison.
