Is there any way to up/download torrent files from an Internet cafe where one does not have access to the router for port forwarding?

No.

Well, you can try, if it is not specifically blocked you can connect to seeds and peers yourself but they can't connect to you. That will have a significant effect on speed.

I did it just fine for a few months, I would go to Starbucks for a few hours and download torrents because torrents are blocked at my apartment. Now I have unblocked highspeed at my office so dont do that anymore.

Wi Fi access is a bit different, I guess. In some spots p2p software runs just fine, in others it doesn't. Internet cafes with LAN access most certainly need router configuration.
