A friend who lives outside Muang Chiang Rai(and doesn't know the city very well) may well need to find somewhere at short notice for perhaps a few days, maybe even a week or two, whilst organising a rental place. What he's looking for is a place fairly central and is cheap but he doesn't want to be living in squalor. We know of somewhere not far from the Mieng Rai about 400 Baht/night but not sure if it's realistic to find anywhere cheaper. I am hoping that if he wants to stay for a week or longer then he might get a good deal - Is this asking too much?
