Visa For Thai Kids Travelling To Cambodia?

my girlfriend and I are willing to travel to Cambodia for Songkran with her 3 kids, we both have passports, but not the kids. The kids are not written on her passport (and not on mine as I'm not the biological father and no adoption so far...). Well, my question is is it possible to ask for a paper visa for the kids in the Cambodian Embassy without that the kids have passport? I thought it was possible for Laos. But does anyone have a clue about how to deal this to travel to Cambodia?

they'll need passports. They cost about 1000 baht each at the Passport office.

What you are thinking of in laos is a border pass. It lets you cross into the neighbouring province of laos for a max of 3 days, and only overland.
