Police warned not to pocket money from motorist

(BangkokPost.com) – It's the first day that police will be keeping a close eye on motorists who talk on the phone while driving.

Spokesman of the National Police force, Pol Lt Gen Watcharapol Prasarnratchakij said motorists who violate the new law from now until June 19 will be given a warning. However, starting from June 20 onwards, violators will be fined between 400-1,000 baht. They will also have points taken off their driver's license.

As for concerns that the new law may give police officers another reason to put money into their own pockets, Pol Lt Gen Watcharapol assured that these officers will face severe punishments. He urged anyone witnessing police officers committing a wrongdoing to immediately report to the National Police force.

Do we have a points system in Thailand? The report mentions that points will be taken OFF a license, how do they organise this?

How many points do I start with? I have two licenses, motorcycle and car. Presumably if I can get caught drunk in the car x-times and loose it, I can also get caught x-times on the bike before loosing that too?

And as I can pop into any licensing office in the country, inside of a day I would have a brand new license anyway.

I think I read somewhere (here?) that you start with 30 points, no idea of what happens when you exceed that limit.

But I found this:

Starting from January 2002 Thailand introduced a point system for traffic offences. This is graduated depending upon severity of the offence with a point assignment between 10 and 40 points. If 60 points are given, a driving ban of 90 days is enforced. Drivers who receive the ban twice or more in the same year with the same offences, must participate in driver training.

you start with 60 points. I know because I lost 30 for doing 26kph over the limit last december. they take your license and you have to collect it a couple of weeks later. the points are deducted for 12 months and then you gain them back.

so if I am unlucky to have my licence taken again it might ad up to 60 points in which case I have to re-do my Thai driving test within 7days to get my license back.

this is what the traffic department told me when I collected my license from them.

I would much prefer to pay the 200 baht bribe.... :o

Police release details of traffic violation point system

16 primary clauses implemented on January 16 (note 2002)

Police implemented the traffic violation point system on January 16, and to make sure that everyone is informed of the new law, released the following:

The 16 primary clauses in the nation’s traffic violation point system are divided into four categories. Each invokes traffic violation points ranging from 10-40 points recorded against drivers committing offences.

Drivers will be required to attend mandatory driver’s training for repeating any one violation a second time within a one-year period. Any driver accumulating over 60 points is restricted from driving for a period of 90 days.

The breakdown of the four categories covering the 16 clauses in the traffic violation point system is as follows:

Category 1 violations compile 40 points for:

1.1 Failure to stop behind the line at a red light signal or a stop sign (running red light signal or stop sign).

1.2 Driving under the influence of alcohol or other intoxicating substance.

1.3 Causing an accident injuring an individual or damaging personal property, not stopping to provide suitable assistance, not reporting the accident to police and fleeing the scene of the accident.

1.4 Vehicles racing on the road.

Category 2 violations compile 30 points for:

2.1 Driving indecisively resulting in a traffic violation.

2.2 Driving dangerously.

2.3 Driving a vehicle in an abnormal manner or contrary to usual driving habits.

2.4 Driving a vehicle without concern for the safety of others or endangering the lives of others.

2.5 Driving over the lawful speed limit.

Category 3 violations compile 20 points for:

3.1 Recklessly passing on the shoulder of a road which is not considered a traffic-flow lane

3.2 Passing another vehicle where signs prohibit passing, to include recklessly passing in a congested area, passing whilst going up a hill, approaching a bridge or curve in the road and within 30-metres of an intersection, roundabout or similar junction. Also included is passing another vehicle when visibility is impaired by heavy rain, fog, blowing sand or smoke, etc., limiting forward vision to less than 60-meters.

3.3 Parking on the side of the road or on the edge of the road traveled by other vehicles without using emergency flasher or turning on signal lights during hours of limited visibility.

3.4 Taxi drivers refusing to accept passengers.

3.5 Taxi drivers depositing passengers on the road after refusing to complete the fare going to the destination agreed upon.

Category 4 violations compile 10 points for:

4.1 Driving a vehicle in a manner obstructing traffic.

4.2 Driving on a walkway without justifiable reason.

Thanks for that.

If the BIBs got around to applying it we would have traffice free roads in Thailand inside of two weeks.

And now I know why Farang are targetted and what our main offence is:

I think if this laws get in forced in Pattaya, we would never have traffic jams again, because 99% of all car driving licenses getting revoked. But motorbikes licenses not, because mosth of motorcyclists in Pattaya doesn't have any drive license anyway, so they have nothing fo fear.
