Re-entry To Malaysia For Burmese Freind?

This is a shot in the dark,but sometimes ive been given false info from certain embassies so,& ive been trying to contact malaysia immigration about this on skype with no luck as yet.I'm about to book a flight for the guy.

Apparently (ive never met him) he has been working in kl with visa & work permit for 3 years (hes not sure what visa at the moment).Hes been back to burma with the intention of staying there a year or so,but apparently has got bored out in the sticks so wants to go back to malaysia where his job is still open,blah,blah,blah.

Do you think that he needs a re-entry permit (which he obviously didnt get before leaving) to re-enter malaysia?

He will be going to malaysia via thailand.
