I would like my mother to come to Thailand and get a job teaching English. She currently teaches English to Hispanic students in the US. I think she could possibly get a job teaching at a college or university with her qualifications. Where is a good place to direct her to?

If she is fully qualified, certified, experienced (including bilingual/ESL), she could apply to international schools. That assumes she is not ready to retire and is accustomed to the demands of being a Western style educator. She might consider any of the 18 Latin American countries. Thailand can be very discouraging to experienced, Western teachers. I had 3 Spanish bilingual exchange students, but we seldom spoke Spanish. And technically, ESL is not EFL.
