I am a bit confused on the money thing.According to the Thai Consulate in order for me to maintane my "O" visa I must have B800000 in the bank,OR a bank account,and income that equils the B800000.Immigration at Nong Khai (were I have to go)tells me that I need the bank account,and that my income has nothing to do with it.So my question is who is right immigration or the The Thai consulate.

You do not "maintane" a visa. You either obtain a new visa from a Consulate (and normally there is no financial requirement) or you obtain an extension of stay from Immigration where, for retirement over age 50 the requirement is 65k per month income or 800k in Thai bank account or a combination of the two that equals 800k or more.

If you are going to be living in the Nong Khai region then what matters to you is only how Nong Khai interprets the rules. Some offices, especially Nong Khai, apply rules differently than you would think based on reading the national rules. You have very little power to challenge immigration officials interpretation even if you are sure they are completely wrong. Welcome to Thailand.

According to the rules you are required to have 800,000 THB cash in a Thai bank or 65,000 THB monthly income or a combination of the two amounting to 800,000THB annually for a 1 year extension of stay based on retirement. You enter Thailand with a visa, thereafter you extend your permission to stay date once inside Thailand. Your visa has usually expired by the time you get an extension of stay.

When I recieved my multi-entry non-a visa in Perth 6 months ago the main thing that they wanted to see was a Notorized statement from the bank in Australia. They did not rquire the money to have been there for a period but they did require the statement. They indicated that this was the most important document they needed to be correct and was the only one I needed to pay to have notorized.

The OP is asking about getting extensions based on retirement IN THAILAND specifically at Nong Khai, not the process to get an O-A or another O OUTSIDE Thailand.

If the OP is going to attempt to use the combo method to qualify for retirement extensions realize that for the income part you may need a FRESH embassy letter EVERY year and that often involves a trip to Bangkok. Assuming Nong Khai really will accept the combo method (using bank account and embassy letter of income) as they SHOULD (but may not based on what you said they said) you also need to know how fresh that letter needs to be by THEIR rules. For example, is a three month old embassy letter too old for them, or not? By embassy I mean the embassy of your home country.

By the way, if you are starting with an O-A from outside Thailand there is a way you can make that last over TWO years if you use it properly, if you have the O-A ask about that method here; then you won't need to bother about getting a new annual extension at Nong Khai for quite some time.

You are talking about a visa obtained from an embassy/consulate, the quoted post is talking about an extension of stay obtained in Thailand. Not the same by any means.

Yes. Even though the OP mentioned Visa he is talking about an extension of stay.

This is the rule.

(1) The alien has obtained a temporary visa (NON-IM);

(2) The applicant is 50 years of age or over;

(3) Proof of income of not less than Baht 65,000 per month; or

(4) Account deposit with a bank in Thailand of not less than

800,000 Baht as shown in the bank account for the past 3 months at the filing date of the application. For the first year, the applicant should have that amount in his bank account for not less than 60 days or

(5) Annual income plus bank account deposit totaling not less

than Baht 800,000 as of the filing date of application
