This^^ begs investigation into America's higher educational institutions by itself. BUT, I also agree that the H-1B needs an overhaul. There should only be 2 categories: Skilled and Unskilled. ALL skilled category H-1B visa's should be handled like applying for a job. They send their resumes in, the company validates and interviews via teleconference. The company then sponsors the applicant to USCIS and they screen and double check background. IF approved, the employer accepts FULL responsibility and liability for the applicant's actions. These should be reviewed twice a yr for up to 5yrs. Wash, rinse, repeat. Unskilled could be run by USCIS at the boarder. The farmer (for example) sends in his request for 80 workers. USCIS screens 80 workers, puts them on buses and sends them to the farmer. He counts and signs off. When the harvest is over they're picked up by buses and driven home. Weigh the costs against what we're now spending to clean up our country and do what should have been done decades ago.
