You are in Thailand with no employment or income? If you have these you might want to consider extension of stay rather than a new visa. It would save visa runs and perhaps help to qualify you for resident status in the future.

It above is not in the cards Penang would most likely be your best choice of a Consulate in the local area. You will need marriage certificate and copy of your wife ID card.

Plus there is a financial obligation to fulfill... i.e.. if you are from UK, you must show an income of bt40,000 per month or show bt400,000 in a Thai Bank account.

You apply at any immigration office during the last 30 days of a 90 day stay with your wife. Basis of extension is that you support her. Proof is 400k in a Thai bank account and/or income of 40k per month. If not working in Thailand the money has to be from outside Thailand (such as overseas income/investments) which will be considered working outside of Thailand by immigration. These are one year extensions of stay (from date of entry - so first year will be a little less) and only 90 day address reports (by mail if you like) will be required until the next year. There usually is about a six week period of review after application and then you have to return for final extension stamp. Cost is 1,900 baht and a bunch of copies of passport/home register/id card/bank book and some photos. Sometimes they request photos of you together at home for the first application. In all about a one hour process where wife will probably answer most of the questions and signing some papers. Not hard, and immigration probably can provide you a checklist if you want to be sure you have everything.
