PATTAYA: -- On Wednesday Afternoon, in front of the Royal Thai Navy Recruit Training Center in Bang Saray, just outside of Pattaya, Police were called to a fatal road accident which left a Lottery Ticket Vendor dead. At the scene on the main Sukumvit Road was the body of Khun Tongyoon aged 45, lying on the road close to his Green Yamaha Spark. Close-by was a damaged Silver Toyota Vios which had been driven by Khun Manasawin aged 25, who lives in Pattaya and was returning from a business trip to Sattahip

Condolences to the victim and family, but according to some gamblers your assumption is incorrect and the bad luck of the accident must have left a lot of luck over for the tickets to swoop up. Hence it would be a good choice to buy them. (Not taking the piss here, just correcting something.)
