Koh Larn Property

I was wondering if anyone knew if property could be purchased on Koh Larn. I was there over the weekend and was told that the government owns much of the property. Is this true, and has anyone looked into this?

I thought the government owned it all and leased it to the few businesses there.

A large chunk of Koh Larn land was for sale for a long period on one of the local property company web sites but it was big money.
