Yes they will be open. If you are staying in Bangkok only exchange enough to get by until the next day then go to VASU money exchange on Suk. Soi 7/1 and you will get a bit of a better rate. If changing big money it is worth the extra hassel.

The major Thai banks now have kiosks in the baggage claim area. While waiting for your bags you can exchange your currency.
