I have my name in the yellow house registration book, and the seller says that's all I need, but does it matter what type of visa I have. can I register the bike in my name on a 30 day tourist visa.

yes

all you need is copy yellow book, copy passport picture page and copy permit to stay. any permit to stay, as short as 14 days visaexempt on arrival works

your permit to stay must be valid on day of registration

some DLT require to see original passport to compare with copy

Ok, now how does one go about getting their name in the Yellow book with only an arrival stamp?

off topic, but most tessabaan reqires one year visa/permit to stay to register farang in yellow book. perhaps OP had this at time of application, and this time is here only on arrival visa excempt stamp?

yellow book was issued a long time ago and a 30 day on arrival visa with occasional 60 day extension for marriage fits my work/vacation rotation.

It may seem off topic, but the OPs title is registering a new bike which is exactly what I want to do.
