Headless corpse found in waters off port just outside of Pattaya

PATTAYA: -- A headless corpse was recovered from the waters off Samaer San Port, just outside of Pattaya, early on Monday Morning. Police and Rescuer Services were called to the port where the body was taken. Identification of the corpse was not possible due to the severe state of decomposition and the fact that no valuables or ID cards were found with the body.

For now Police can only guess that the man may be an illegal immigrant or possibly a local fisherman.

Does that mean its not worth investigating why he was missing his head?
