As an interesting aside, in California, loans on property are secured with a deed of trust. And under California law, the lender's only real recourse is to foreclose on the deed of trust in the event of non-payment. California has both an "once form of action rule" and an anti-deficiency statute. So, anyone who was wiped out by the fire doesn't have to worry about the lender coming after them for any unpaid balance on the loan. The lender can foreclose on the deed of trust and reclaim the property. That's it.
