You can not marry in Thailand without paperwork from your Embassy. Once that is obtained and translated/registered with the Ministry of Foreign Affairs you register your marriage at any District Office.

There is an Embassy of Saudi Arabia listed in Bangkok and a Thai Embassy in Saudi Arabia so do not believe relations are cut and seem to recall they have improved a bit recently. AFAIK the only problem is foreign workers not being allowed so not sure your information on wife not being allowed is because Thai or some other reason (or even if it is true). You should be talking with your Embassy.

If married you should be able to obtain a single or multi entry non immigrant O visa allowing up to 90 day stay on each visit.

I have several English friends who obtained all the necessary paperwork to allow their respective Thai wives to join them in Saudi Arabia. I understand that there is a lot of paperwork required to obtain the visa, and the Saudi Embassy in Bangkok needed everything translated into arabic and notarised too. It took one of my friends the best part of three weeks to organise the paperwork and obtain the visa. I seem to remember that the Saudi Embassy will require your girlfriend / wife to have a blood test from their approved doctor to confirm that she does not have HIV/AIDS.

I can confirm that there is a Thai Embassy in Riyadh, in the Diplomatic Quarter opposite the British Embassy, at least it was a couple of years ago when I obtained my 90-day visit visa to come to Thailand.

I have been through all of that red tape. The guy who only waited three weeks had it lucky. It took me three months even after all the relevant paperwork was completed. Good luck with that.
