I'm pretty sure that it isn't true.

From my own experience, if you sign up with a Thai based ISP (for example CSLOXINFO.COM) then you should be able to use Outlook Express as your email client. Certainly works for me and I have other email accounts that re-direct mail to CSLOX as well. You can use CSLOX as webmail as well but I don't normally bother - anything that that is sent direct to CSLOX, or forwarded from other sources just ends up in my Outlook Express inbox. Outgoing mail from Outlook Express goes out via CSLOX. I've never had any problems doing this.

It's very well possible only webmail will work.

Some ISP's don't allow access to their mailservers if you are not connected to the internet through their lines (like using another ISP to dial-up, or being in a different country...).

Most however will allow mail to be read, meaning they allow acces to their POP server, but pretty much no ISP will allow access to their SMTP servers (to send e-mails). This is done to try to limit SPAM originating from their servers.

If you can read your mail (big possibility), then it's easy to send mail as well.

You just have to find the smtp server from the local Thai ISP you will be using and enter this in your account settings in outlook.
