I believe others have noticed it, probably an ISP issue, moving to technology.

Judging by the URL (mict.go.th? Ministry of Information & Communications Technology?) I wouldn't think "ISP issue"...

That said, Twitter on Blackberry on DTAC, I haven't noticed anything unusual - links seem to open just fine. Difficult to tell on a BB - maybe they're opening via mict.go.th - but they're opening nonetheless.

Is Thailand heading down the "Great (fire)wall of China" route? Or are they already there?

I don't recall where I saw that (may have been TV or another Thai related site) but the suggestion was a poorly configured DNS which is how many Thai ISPs block undesirable sites.
