Does anyone know if the tax rebate that the government is giving Thais on the purchase of a first car applies to joint farang/thai ownership? Or, does the car have to be ONLY registered in the Thai's name?

But even if that were possible, I very much doubt that you'd be eligible for the tax rebate with joint ownership. IMO, never try to skid the edges with any government. They may accept now, but not refund in one year.

agreed, its for holders of Thai ID card only, so in best case 50% refund. But I assume no refund, despite they might accept your (her) application now but refuse on pay out
