Wireless Internet Usb Dongle: Usable Overseas?

I'm thinking of buying one of those usb dongles which allow a laptop to use wireless internet provided by the mobile phone company.

Are these dongles "locked" to work with a single carrier (for example AIS, dtac) or can they also be used overseas? for example, if travelling to Europe, I'll just buy a local sim card there, plug it in and I could surf the internet there as well (with the local European carrier).

If these dongles are not "locked", can members advice which models to lookfor?.

My AIS USB dongle is not SIM locked, and so are the others, I believe. Just check out the frequencies before you buy one to see if you can use it with other providers in your home country or wherever you might use it.

I've got both an AIS and a DTAC dongle, neither are locked and both work in the UK. As far as I'm aware no dongles sold in Thailand are locked, however if you want a 3G connection overseas make sure your dongle is for the same 3G frequencies used by your overseas network provider. If it's not you'll only get an edge (+) connection speed.

Any suggestions on specific models? are there models which are compatible with multiple frequencies, so I don't need to buy different dongles for different carriers (where each operates at a different frequency)?
