Personally, I prefer the road side bars to the brick and mortar establishments. Friendlier people running them and I'm not hassled constantly to buy over-priced, watered down drinks (or women ). And I can hear myself think.

As for 'fees', I'm sure the usual cut goes to your local police officer. They're the ones making the money on this deal.

That's the same the world over. It's also one of the easiest ways to make money. If an idea is successful, it can be copied multiple times. Maybe in your country there is only one doctor, one teacher, one shop, etc. In every other country there are 1000s of every type of business.
