I think it is all about job creation scheme, there might be more unemployment if government offices did not require photo copies of ID's etc. I'm guessing they even store this info on computer data bases!

Of course they do, lots of money spent to process and store all the paper, and then even more to get it into the computer systems. The objective for the latter isn't greater efficiency in the sense of saving money, so why eliminate the former?
