Is this the Filipino/USA bloke who preaches on Kho San Road and at sometimes Nana?

If so I've had some "chats" with him, I could never work out why he was preaching to the kids in Kho San road though, Nana I guess is full of those needing to be saved but Kho San was just weird, most kids I saw listening to him thought he was a comedy act that wasn't very good.
