The scooter needs a number plate, current tax disk. You need your home license that is motorcycle endorsed (as long as it has a photo and in English) or a Thai motorcycle DL. International Drivers Permits (IDP's) aren't required by law in Thailand, but some industrious coppers may try one on so it doesn't hurt to have one. If you decide to get one, just make sure you get a legit one from your home auto club and not a bogus online one.

Many people rent and drive scooters on their home car license especially in tourist areas and get away with it although there are more and more reports of tourists getting cited for this.

Once you become a resident (no longer on a tourist visa, visa exempt stamp, for example) then you need a Thai DL to be legal. Many threads on how to obtain a Thai DL.
