A friend of mine has a small cafe in Jomtien and has three positions available as follows:

Manager/ Accounts but should be able to work kitchen if required.
Versatile cook/including Pizza .
Waiter/ Cocktails server

He has been in business for many years and has had too many bad experiences with local hires, hence the request for employees from neighboring countries. He has tried Thai employment companies and has found they won't help him with this few a number of positions.
