Okay so taking it from the top.

I apply for non immigrant visa B , this allows me to work in Thailand right? Do I have to have work BEFORE I get to Thailand?

If I had to apply for a normal tourist visa, is it difficult or even possible  for me to seek employment whilst visiting? Can I then apply for B visa whilst on a normal tourist visa?

You enter Thailand on a Tourist visa. When you have got the job, ask for an emplyment letter from your employer. With this lettrer you travel out to neighboring country and apply for NON-B.

Enter Thailand with that B-visa, and the process with work permit can start. Please see our website for info; "Visa run", "NON-B Example letter", "Work permit".

Ill more than likely be seeking work in Phuket, what would the best course of action be if I find employment, get the letter,

which is the closest / safest and logistically easiest border to cross?

The easiest is to go to Penang or Kotha Bahru, but be sure that you have the right paperwork.

Forget Thai Consulates at Singapore and Hong Kong, they are "crazy there".
