Water-project bidders to be considered

BANGKOK: -- The Water and Flood Management Commission (WFMC) will today consider the list of successful bidders that its selection panel has recommended to implement the country's Bt350-billion water-management and flood-prevention modules.

All four groups of firms that entered and passed the technical round are on the list. Three days of price negotiations have not changed the chances of who will win each of the nine modules following the announcement of technical-review results on Monday.

Chaired by Prime Minister's Office permanent secretary Tongthong Chandran-su, the selection panel concluded the list of successful bidders yesterday and has already forwarded it to the WFMC for a final decision.

"My panel has completed the assignment. Now, it's up to the WFMC to decide what to do next," he said.

Earlier this week, the selection panel announced which firm was the top scorer for each module in the technical round. Price negotiations with each of them followed. Tongthong yesterday confirmed that the four groups agreed to lower their bid price, but refused to disclose the exact figures.

According to the information released on Monday, the biggest pieces of the cake look set to go to Korea Water Resources Corp (K-Water). It is poised to claim two modules to build a flood-diversion channel and water-retention areas in the Chao Phraya River basin worth Bt163 billion. ITDPower China Joint Venture, meanwhile, has pocketed modules worth Bt110 billion. Loxley Joint Venture has won one module, A6/B4, worth Bt4 billion, while Summit SUT has won the B2 module, worth Bt14 billion.

Tongthong said the WFMC, chaired by Deputy Prime Minister Plodprasop Suraswadi, could agree or disagree with his panel's recommendations.

"If it agrees, it will be able to submit the issue to the Cabinet on [Tuesday]," he said.

Tongthong said even if the Cabinet approved the choice of bidders, contract signing would not immediately follow.

"It will take a few more months to draft contracts," he said.

If the truth was ever to be told it would be said the bidders will be considered on merit as to their experience and ability to bring the project in on schedule and within budget PLUS the size of the brown envelopes they have been passing out.

Also to be considered will be the opportunities for more envelopes from the main and hundreds of sub-contracts.

I see 'modules' with listed value of a total of THB 291 billion. Does that mean that
- some modules still to be allocated?
- 59 billion not needed?
- with price negotiations even more than 59 billion not needed?

I believe that Bt 59 bill is upfront "administrative fees".wink.png But of course you know that.wai.gif

What a shame that this project can't be done with out most of the cash ending up if a few pockets of the rich and connected. Then it just might save Bangkok for a few years.

Are you promoting saving Bangkok as they did the last time by flooding areas that if left to mother nature would not have been flooded. Or if left alone would have drained much faster.

Don't forget it is getting harder and harder to save Bangkok they are a few centimeters lower than the last time a flood threatened them.

The big question should be what are they going to do when the sea at normal level floods them with out any help from up country rain?

Yes they plan to protect Bangkok ONLY BANGKOK and sh******tload on the rest of Thailand like every year...
