I am buying a basic Ipad Mini as a gift for someone in the UK when I visit, 11,200 Baht here and the equivalant of 12,800 Baht in the UK, and whilst I could get the VAT back if I took it out of the UK, I won't be as I will be leaving it with the recipient.
