    They are called gifs.

    The free program Photoscape has a setting to make them.... usually from a sequence of pix from a burst of shots using the multi shot settings of your camera...often a sports setting which also gives follow-focus.

    I host them on Photobucket and link here.

    You can adjust the speed it changes from pic to pic to make it slow or fast.
